The TSO Review is assessing the case for changes to the TSO regulatory framework which requires the availability of certain telecommunications services to end users for meet government social objectives.

On 29 May 2007 Commerce Minister Lianne Dalziel released a discussion document reviewing the Authorisation and Clearance provisions of the Commerce Act . This discussion document relates to sections 58-69B of Part 5 of the Commerce Act which contain provisions relating to the authorisation and clearance of business acquisitions and restrictive trade practices. Authorisation is able to be sought for most types of practices and business acquisitions substantially lessening competition, if sufficient benefits to the public are shown that outweigh any detriments arising from the practice. Clearance is able to be sought for business acquisitions that may or may not substantially lessen competition.

On 4 April 2007 Commerce Minister Lianne Dalziel and Energy Minister David Parker released a discussion document reviewing the price control provisions in Parts 4, 4A and 5 of the Commerce Act. Part 4 allows goods or services to be placed under price and quality control where competition is limited and control would be in the long term interests of consumers. Part 4A applies specifically to electricity lines businesses, and allows the Commerce Commission to place them under regulatory control if they breach thresholds set by the Commission. Part 5 requires the Commerce Commission to authorise the prices of controlled goods and services. The New Zealand Food Safety Authority (NZFSA) has released a discussion document on the proposed changes to the way in which the manufacture of certain animal feeds are regulated.
This follows a review of the regulation of animal feed (including pet food for cats and dogs) by NZFSA. The review found that certain manufacturing operations involving domestically processed animal feed containing material resulting in the death of the source animal (meat, offal, poultry, and fish material) pose a high risk to domestic animal health and an indirect risk to New Zealand’s export trade. The risks in particular relate to the procurement of source material in certain manufacturing operations, from unregulated sources.

The Ministry of Economic Development is consulting on a paper ‘Investment in Electricity Generation by Lines Companies’.
The paper considers a number of proposed changes to the Electricity Industry Reform Act 1998, including allowing lines companies to trade in electricity hedges, relaxing some arms-length rules for lines companies involved in generation, and clarifying parts of the Act to reduce legislative uncertainty.
The Ministry is interested in your views and encourages you to make a submission on this paper. The closing date for submissions on the discussion paper is 25 May 2006.

The Ministry of Economic Development is leading a cross agency review of business assistance programmes aimed at identifying opportunities to improve performance and value for money from government expenditure on business assistance programmes. While these programmes are already subject to regular evaluation on an individual basis, the review will look at how we can increase the contribution which the overall suite of programmes makes to the government's aim of lifting productivity growth rates. MAF is seeking public comment on a proposed amendment to the Biosecurity (Notifiable Organisms) Order 2002. The amendment will add a number of new Notifiable organisms to that order. The organisms have been proposed by MAF, the Ministry of Health and the Department of Conservation.
Notifiable organisms are those organisms that everyone in New Zealand is required to report to a chief technical officer, if they become aware of their presence in an area for the first time. Generally Notifiable organisms are those that will have serious impact if they establish in New Zealand.
